Congressman Nathaniel Moran (R-TX-01) has supported the International Court Counteraction Act, introduced by Congressman Chip Roy (R-TX-21). This legislation aims to impose sanctions on officials of the International Criminal Court (ICC) who investigate or prosecute the United States and its allies, including Israel. The House passed the bill with a vote of 243 to 140.
The act was previously approved by the House during the 118th Congress but did not advance in the Democrat-led Senate. Congressman Moran stated, "Following recent attempts by the International Criminal Court to interfere with the sovereignty of Israel and the United States, House Republicans are taking decisive measures to ensure we are not subjected to politically motivated attacks."
Moran emphasized that "the ICC poses a significant threat through its unwarranted actions against sovereign nations, undermining their absolute right to defend and protect themselves." He added that "the International Court Counteraction Act safeguards both our nation and our greatest ally in the Middle East—Israel—from unjust international jurisdiction and overreach."
The proposed legislation would sanction individuals involved in investigating, arresting, detaining, or prosecuting American citizens or officials from allied countries such as Israel. It includes provisions for officials from NATO members and major non-NATO allies like Japan and Taiwan. Sanctions would involve denying visas to ICC officials and their immediate family members wishing to enter the U.S., revoking existing visas for those already in the country, and deportation.
